Using/Charging a Passthrough Device on Computer or Laptop

I am sure this has already been discussed, but my search results so far haven't zeroed in on the "definitive answers thread".
I've also asked a vendor with no response before and after my passthrough stopped working, and mentioned it elsewhere on loosely related posts without receiving any comments on the subject. I have really tried to figure this out on my own.

Is it safe/recommended to use a passthrough device connected to the USB port on a computer or laptop?
If not, could doing such a thing cause a battery to fail?

From online shopping and reading product descriptions and reviews, one would think it is the natural thing to do, but I have read some remarks here and there suggesting that it is very wrong, and could actually be dangerous.
If anyone has a link to another thread, or just wouldn't mind coming out and explaining it to me, I imagine it is a common confusion for newbs like myself, and thanks in advance for any help.

I use USBs pretty exclusively (Ego C upgrades) and don't vape with them while they're charging. I just prefer USB for charging over the screw on cable types (though they can be charged that way too)... but, I would never use one of my computer ports to charge them. Its no biggy though because I sit right by a power strip. I won't vape while charging though as it just gives me the willys with a charging battery close to my face. I have the little VV USBs with no battery in them for a rainy day supply but after initially testing them using a power strip I haven't used them.
