Assuming that's the study that said people was infact not getting much nicotine from e-cigs. Which is, sorry to say.... ridiculous. I remember the first liquid I tried was 24mg's and that lit me up with a nicotine high that I havn't had since I was 16.
Finally I settled into the 24mg although I have now cut that to about 18mg. I've converted
three other people to e-cigs and saying that is purely a placebo affect and not a true nicotine replacements is bad science. And it's an insult to the intelligence of all smokers.
Anyone with a nicotine addiction can tell you that, as far as I am concerned that doctor and his study is bunk.
