18+ is within the legal range for people to buy nicotine (in most states), so really the best way to achieve that younger non-smoking demographic would be to limit it to 18 and under. I don't know a lot of adults (18+) who vape, yet didn't smoke cigarettes.

Its what I am talking about. Is it ANTZ survey to show "alarming grows of popularity among younger population"?

Yeah, that thought crossed my mind as well. This is supposedly approved by the forum manager, but with no background information, not even a school name, I am a little skeptical. When I did research in graduate school, granted it was with school age kids, I had to supply all kinds of information.

I had to select a population that included college-aged students. Thank you for your input.

Isn't anybody over the age of 15 a college age student? My cousin was in a football players only dorm at Ohio State (OSU) when he was only 17 and the kids at the local high school near me walk across the road during and after their normal school day to take college courses at Ohio University (OU) My mother goes to the same college and I'm 25 so you may want the to reconsider what "college age" is...
