Could I make some concentrated tea (3-5 bags of tea in water) and then use that infused water as aroma for making a diy liquid ? What do you guys say from a medical or practical stand-point ? Thanks for any suggestions.

I see no reason you couldn't try it, but I have no idea what it would taste like. And as AzPlumber pointed out, PG might be preferable to water to experiment with.
I have trouble with extractions in that they gum things up bad, but if you try it use PG
My fav flavor is Southern Seeet tea, tastes just like ice tea Arnold Palmer flavor is ice tea and lemonade, delicious !
There are many good tea flavor DIY concentrates already to be had. If you were thinking you would end up vaping caffeine - to any appreciable degree - that would be a "no". So overall this sounds like a solution in search of a problem.
From a flavor standpoint, there are a few threads in the DIY forum talking about making tea extracts for e-liquid.
As for any other type of standpoint, ECF does not endorse or support the vaping of pharmaceuticals or "health aids" because this is exactly the stuff that will force the industry into mandated FDA regulation as drug delivery devices.
