Can vapour from an e- pipe affect the health of other individuals in a room from passive inhalation?
Nobody knows............................
Maybe you should try doing some research before making a statement that is inaccurate. There have been several studies that categorically support that vapor is safe to be around. Here is one of them which was independently funded:
BMC Public Health | Abstract | Peering through the mist: systematic review of what the chemistry of contaminants in electronic cigarettes tells us about health risks

I haven't read every study that's been published, and there have been a few, but nothing I've seen shows any "secondhand vape" effects. Matter of fact, I haven't found anything that shows harmful "first hand" vape effects either. I'm sure there are researchers hired by Big Tobacco looking into it. Keep on Vaping. Laws banning smoking in public places and work places were justified by studies that second hand smoke probably causes illness in others. Studies that have been done so far on vaping find levels of potentially harmful substances to be so low that they are unlikely to have that effect. My view is the mean spirited attacks on vaping are to pave the way to impose taxes to replace lost tobacco taxes. Governments got greedy and overtaxed tobacco and are addicted to that money. Vaping technology is disrupting the tobacco industry the way PCs and the internet disrupted telephones, publishing, retailing, TV, etc. etc.
