Well you'd want it to have 2 batts I would think, unless you wanna use a booster... but then you wouldn't get much vaping time out of a boosted 18350.
I myself am going to build a dual 18650 VV box, it'll be big but it will be badass and if you're handy at soldering at all you can get the parts to do this a Madvapes for MUCH less than $75 batteries included!

Building mods is much easier than most people think. It's a switch, an LED with a resistor, a battery or 2, and a connector for your atty/carto. House it in a box. Simple.

The cheapest ones I know of that handle 18350 are The Cutless from Redsky and Grip from Sweetvapes, both are wooden feeders and above your price point, great mods though.
If you just have to have 18350 it'll probably be cheapest to build your own as mentioned above. Most VV Mods available at your price point use 14500.

If you're willing to add another $25 (approximately)to your vv mod budget check out the new Buzz, looks sweet and the VV adjustment is a dial right on top looks like... pretty cool, and it takes 2 18350's I believe.
Also, There's the Indulgence. it's not VV per se, but the stock unit uses an 18350. You can get the extended sleeve for about $20 so you can stack batts for 6v, 7.4v, or the new 4.8v batt they have at madvapes. That would fall into your $75 budget, minus batteries of course.... with many voltage options. I have one and I like it.

All boxes I can find would take some slight modification for the contacts but shouldn't be difficult. Here's a build using a box from Radio Shack and another link to a box from Madvapes that would work.
