Guess no one has any answers to this maybe this is the reason it hasnt been invented

Why anybody would prefer a mod that offers no flexibility in power output and no protection, aside from following a trend and for the reliability of a device that has the simplest type of electrical circuit short of, well, a short, is beyond me - but that's just me. However, if you make a "hybrid" mod such as the one you describe, your device is neither hip nor reliable, and will appeal to neither the APV crowd nor the mech crowd.
If it's what you really want however, buy an APV, open it up, and add a switch to disconnect and bypass the advanced electronic circuit at the power supply. It's trivial to do.

Since the switches on regulated mods arent built for carrying a load you'd need to install a relay too which then technically still wouldn't make it a mech
I suspect you're on to something there. I have a Provari, and I have a mech on order, just to see what the fuss is about, but I wouldn't want to combine them into one device. I just don't see the point.
If someone wants to do it "just because they can", it's probably a fun project. But for anyone trying to mass produce and sell such a mod, I think the market will be very small.
you might consider a higher wattage and greater wattage range capable APV. There are 20 watts, 30 watts and even 100 watts (a bit over the top IMHO) being sold.
The SvoeMesto Semovar SM is supposed to have something like that, but apparently the pieces haven't been made/released. The idea is that you would unscrew to remove the electronic unit from the tube and top cap, then replace the top cap onto the tube. The battery cap would be removed and replaced with a firing button.

lots of logical solutions but to be able to just twist a ring to change over would be easy
and as for the switch, the mech switch would be the power supply to the chip.

Exactly. A kick in a kick ring and you can quickly screw the ring of and go full mech.

Was going to say the same thing and I can actually see why you would want to do this. If you want the VV you can have it with the kick, but if that dies you still have the dependability of the mechWouldn't adding a kick/kick 2 to a mech do the same?
