I see a lot of variable voltage and variable wattage mods out there but so far I notice that only Provari specifically claims to measure resistance and provides a readout on that. My question is how can a device select a specific wattage if it doesn't know the resistance of the cartomizer? Is it safe to assume that any APV that allows you to select various wattages is measuring resistance and then doing a calculation to determine the appropriate voltage to get you the wattage you are selecting?

Yes VW will read the ohms of the carto/ clearo and adjust the voltage accordingly.
That is generally a safe assumption. If it's VW then it has to measure resistance.
