Weird thing happening to the Reactor tank

I just happened to notice this today. I don't think it's rust and I've never used a dark liquid. Some of the gunk comes off after I soaked the part in hot water and scrubbed it a bit with a q-tip. If it's not rust people should be alerted to this so they don't freak out thinking their tank is rusting.
