Been a lil over a week since i sent payment for a driptip on paypal, pm'd him last friday and today and no response from the guy. If he really made off with my money what actions can i take on ecf and paypal?

Was the purchase from a classified or from a supplier with a forum on ECF? Also, when you paid via Paypal, did you pay as gift or purchase?
Question, did you send the payment as a gift or did you actually receive an invoice?
It was from another member off the ecf classfieds. And on paypal i paid as a goods purchase
You can report the ad (the little triangle icon) and explain the situation, and we might be able to help you, or you can go the Paypal dispute route. But remember to be careful about what you say to them due to the e-cig nature, or you could both lose.
Thank you guys ill give him another day or two to respond or hopefully see my purchase in the mail. If not ill do what i have to do.
