Here's a good Youtube tutorial on how to operate a DMM for vaping purposes:

How to test battery voltage and atomizer resistance. - YouTube

The most important thing about RBAs is to always check the resistance after rebuilding wick/coil to make sure there is no short. Keep in mind that even if your PV have circuit protection, it is still possible to fry the battery/chip with a short (don't count on China's QC).

I just got a brand new multimeter and a pheonix. I'm using this same multimeter as in the video, she checks her working resistance and it reads .3 ohms but I'm doing the same and reading 1.9-2.0 ohms just touching the leads together. Does this seem high? Should I just subtract 2 whole ohms from the reading?

If you bought it locally I'd return it. No reason it should be that high just touching the leads together.

I bought a Multimeter last summer for a boat wiring issue I had going. It was like $20.
It's a Gardner Bender GDT-3200, got it at the local Ace hardware store. It's come in handy since I started vaping.

It gives me 0.0 readings touching the leads together, I've double checked my VAMO's readings with it and they have always been the same.

Thanks, I'll try exchanging it.

the gardener bender and amprobe meters are a middle of the pack brand along with ideal and klein. The flukes are top end, my flukes make guys drool at work :D. Unless your putting it on high voltage equipment then the cheapo's you get at the big box stores will do just fine. Personally for measuring small ohms i prefer to use an analog meter, most of them can be zero'd out before you start each time.
something like this will do just fine
