I just use craft paint (since I already had some) and dip a toothpick in it to mark my dial. It still wears off but it's cheap and easily redone.

Apparently I know nothing about nail polish and should continue my policy of ignoring all of the feminine-specific products in my house.

The polish I was trying to use is some sort of special paint that makes an odd visual effect of being cracked when it dries. I'm told it requires some special undercoat (I'm guessing Kilz isn't it, but what do I know?) to make this optical illusion and it doesn't apply nor stick like your regular run of the mill nail polish.

Huh. Who knew?

After my education on nail polish (apparently it really isn't called nail polish any more either... sheesh!), I was provided with some "normal" stuff that must not be vogue this week. I chose what seemed the closest to red, blue, and yellow as I could determine from the eighty or so shades I've never noticed in a rainbow provided to me.

A little masking tape above and below the wheel, and I didn't even need to use a toothpick to apply the polish... er..uh.. lacquer. The provided brush worked great.

Thanks for the replies everyone. This turned out to be a simple task but required a small educational journey ;)
