what would be a good "taste tester" unit?

Not a cartomizer or a tank (which entail commitment of more than just 3-4 drops), but any atomizer with a drip tip. And you should clean the atty (at least blow it out) before switching flavors. [You may want to dedicate attys to certain families of flavors, e.g., tobacco, menthol, mild, intense.] The battery can be anything that is well matched in voltage to the atomizer's resistance (i.e., yielding your preferred level of watts).

Ideally, several different atomizers (e.g., 510, 801, 901) at various resistance levels (or on a variable voltage battery mod). Some flavors/e-liquids taste best at higher or lower watts and/or on different atomizer types.

EDIT: Or you could do as pbusardo demonstrates at the 2:00 minute mark of this video:

This requires more of an investment in cartomizers, but would enable you to go back and forth among flavors for comparison. [Notice the cartomizers that he recommends. He is not alone in being impressed by both of them.]

While I agree that having different ohm'd attys can give one different flavors from the same ejuice - it is because of that, I'd recommend using the same wattage - volts and ohms - on the 'tester' as you will be vaping on whatever device for which you're testing flavor.

IF you are looking at getting the best flavor possible and finding what ohms is needed for the atty/carto that you'll be using, then having an array of attys with different ohms is best and deciding from there.
