A phoenix RBA and plenty of supplies will run you $30 at an estimate ($20 for the pheonix, $10 for coil/wick.)
Getting a phoenix clone will save $10 with no noticable difference in quality according to reviews.
Other than that its a choice between a couple of good atomizers or a bunch of reasonably priced cartos.
I say a phoenix rba. They are very cheap and easy to rebuild. There is a level of satisfaction in doing it yourself. I've never been good at anything for example sports or ninja methods. So the task of making a coil that works makes me feel good.

Well, I'm married to a master electrician, and I can't get him to re-wire my RBA's. Anywho, I drip into a LR atty to test flavors. It just works for me, but I stay within a flavor family i.e. fruits, coffees, tobacco, etc., for each atty.
