Probably because the air intakes are the wrong diameter. One thing that's helped me is cleaning out the air passages with a drill bit since it can be worsened by flashing left in there on clones. Helped a lot with quieting mine though they still whistle afterward, just more softly.
Drilling it out would certainly help, and is something that I'm going to try. However, for a quick fix, crumple up a small piece of kanthal and stick it in the air intake. Breaks up the airflow for no whistle, and has very minimal effect (I can't tell a difference) on airflow.
Strip them
Clean them
Check and clear the air passages - Including the center pin passage
Check bore cut with a proper sized drill bit and run to correct imperfections

Now, I do have an Omega rda that thinks it is a Dog Whistle
One of mine whistled quite a bit but took it apart to put an o-ring under the center pin because it was too short to make contact with some of my mod's and when I put it back together no more whistle.
My thought is that the air hole in the side of the center pin wasn't lined up with the air intake on the side of the Kafun making it whistle and now it is lined up properly.
I don't think this has anything to do with the the O-ring just that the slot in the center pin screw is now perpendicular to the air intake and was a few degrees off perpendicular before.
By the way if your interested; the o-ring is a 3 x 1 mm that came with a 255 PC assortment from Harbor Freight (Item 67609).
