Typically, it's when they just don't seem to be lasting as long or holding a charge as well between uses. They might also be heating up more during use or charging too. Some people report that their batteries aren't charging up to as high a voltage as before as they wear out.

Most claim about 300 charges, or once a day for a year.
Get new ones, you'll notice a significant increase in power and longevity.
Don't go cheap. $30 over a year vs $20 isn't even a cup of coffee a month.
