In the US I use BullCityVapors the most, then ecigexpress, and Wizard Labs.

This is a good link for recipes : Le DIY pour les Nuls - Recettes DIY - Trucs et Astuces. (French site in English), also google "e-liquid-recipes" and look for the website as well.
Whenever possible I buy direct from the manufacturer. Any shop that claims to sell a flavor for less than the manufacturer of that flavor charges is probably watering it down or selling a cheaper alternative that is posing as the real thing.
Unfortunately I can't do that with FlavourArt since they are based in the EU. I suppose I could, but the shipping, customs, and money conversion is a major expense, hassle, and long wait. But for companies like The Flavor Apprentice, I buy directly from them.

I use liquid Barn for all my supplies they are limited on their flavors so I also use Bull City Vape for that
I've gotten flavor from DIYFlavorShack and from RTSVapes and from Wizard Labs.
But now that I've "settled down" into just a couple flavors I make over and over - I get bigger bottles directly from The Flavor Apprentice.

I'm always amazed by the number of people who think a little 15ml bottle of flavoring for $3-$5 is cheap. Most of my 4 ounce bottles (120ml) from TFA cost between $5 and $8.
I bought from the Perfumer's Apprentice (aka flavor apprentice), only after placing my order did I realize they had sample packs with various liquids, probably would have been a better starting point but I am happy with what I purchased. Only problem I have found there is that the site isn't very well laid out.
