If you're really worried diy juice supplies, focus on the liquid nic. PG / VG have way too many uses to be banned or sin-taxed. No way they'll get the food safe flavorings either. Also, the flavors can spoil over time if not stored correctly.
As far as PVs go, the actual delivery devices (clearos, cartos, RBAs, etc) are the only thing they can tax. The rest of it will be available in one form or another; eGo tactical switch flashlight batteries with screw-on LED heads, etc.
Wizard Labs is my current choice for liquid nic. I'm not a fanboy, but the product and service I've received gives me no reason to shop elsewhere.

Wizard Labs is the cheapest and best products place I've found for all juice stuff. MFS, ECX, and OSD are my next go to's. WL nic is cheapest I've found and is good stuff, flavors are cheap and all I've had have been good. It will kinda hurt your feelings the first time you look at their prices if you've bought from somewhere else too.
My packrat hasn't kicked in enough for that. I can't even count that many zeros they blur and my billfold tries to hide.
I would second that vote for Wizard Labs if for no other reason but to see their wizard packaging and fast processing. The stuff was packed well enough to survive an F5 Tornado. After unwrapping you will see pharmacy grade juice and bottles. The Nicotine is cheap and pure and my juice is crystal clear. I was also impressed with the labeling of everything from the juice to flavors. My only complaint was they are not a one stop shop and their website will show out of stock one minute and in stock another or vice-versa.
