It depends on what flavors you like. Also, price can be deceiving... some cost more because they are very concentrated so it takes much lees to make a batch of juice. Finally, you have to consider shipping costs... if you are making a very small order the shipping can as much as the flavors. I like Bull City Flavors and also River Supply. Do you have the other things you need (VG, PG, nicotine)? River Supply has a brand called Purilum that is very affordable (but weak so in the end you have to use more) One extreme example of price vs strength is Flavorah (super expensive but also super strong) and they make some of the best stuff.

The most economical:
Unflavored no nic VG or PG. I enjoy the VG only and purchased a gallon several years ago (still have plenty left for a number of years).
