A lot of the sigs are also links that you can click on to get your own. That is how I got mine.

Do you have to have a minimum amount of posts before you have the "Edit Signature" option?

You need 15 posts before adding the banner. Once you reach 15 posts you can click on anybody else's banner and create your own. Then you copy and paste the code to your profile under signature.
