Lis, mineral spirits/paint thinner is the first that comes to my mind too.

There are 2 garages in my apartment building. One is flat and on street level. The other is underground with a steep driveway. According to some friends who have spots in that one, when it rains not only the tires get clean, so do the floor mats and, sometimes the trunks. (They don't keep the drains very clear.)Tires would be clean!![]()
