Been doing it for a while. Macerate in PG for a month or more, then after straining, mix to taste. Some use heat to speed up the process, which there are several
threads, I do mine at room temperature. Have some Sweet Brightleaf Virginia Flue Cured going right now, looking for a lighter NET, but it will be Christmas before it is ready to try.
You can get smaller quantities of leaf here,

Whatever you order, put in the freezer for at least 72 hours to kill the cigarette beetle eggs. My first batch I forgot to do that and it got infested, I should have known better.
