Why can't I post in the Canadian Members Forum?

This is probably a newbie question.. I'm trying to post in the Canadian Section so I can get a PM'd list of all of the nicotine e-liquid vendors. It is not letting me after I have already made more then 5 posts.

Haha! Believe it or not I don't follow hockey!
I didn't know if I had to wait for the server to update, or if I had to do additional things / steps in order to get access.
