Why do my 510 batteries charge up to 3.51 V?

I posted this in the New Members Forum, but did not get any answer. So I'm posting it on this forum.

I charged my 510 180mah batteries with PCC, and the open circuit voltage is always 3.51 V. Do I have to overcharge them or use another type of charger?
Could it be due to the batteries being charged through another battery that is in the PCC, and the 0.2V is the dropout voltage of the internal circuitry?

.2 is nothing to worry about. Although they say 3.7 volts they are not always going to put out the exact voltage they are rated at. The two batteries i just tested one is 3.5 the other is 3.9 volts. I dont know what it is but there is a plus or minus tolerance they go by at the factory to call it a good or bad battery. I just did a couple searches and it looks like most people report 3.4 to 3.7 volts after a full charge.

Oh that's odd I thought standard 510 batteries were 3.2 v while the ego/riva are 3.7v? I've never measured mine...not even sure if I have a multimeter anymore, I know I used to. I might have to hunt around and see if I can find it. It does seem like my batteries I am using now (I have been swapping the same pair constantly for 2 months) are getting weaker and I might have to get out a fresh pair. I can't wait till my Hello Sit and Go pass through gets here then I can stop putting a ton of wear on these batteries constantly.
