Why my 510 batteries charge up to 3.51 V?

I charged my 510 180mah batteries with PCC, and the open circuit voltage is always 3.51 V. Do I have to overcharge them or use another type of charger?
Could it be due to the batteries being charged through another battery that is in the PCC, and the 0.2V is the dropout voltage of the internal circuitry?

If you post your question here Battery Issues it may take a little time for a reply but usually the folks that answer in that fourm are ones that build such devices and can give an informed answer. You may want to specify what PCC model you have if you do post there. Your thoughs seems reasonable to me but then again I do not have a PCC or much in depth knowlege of such devices.
