Short answer, no.

In general, you should use whatever battery the mod seller/maker recommends. What will work for one mod, may not work for another. Some mods cannot use a flat top battery, most must use a protected or safe chemistry battery, all are size dependent with some having smaller tolerances than others.

A 14650 is considerably longer than a 14500. In nominal dimensions, the first two numbers are the diameter of the battery in mm. Both the 14500 and 14650 are approximately 14 mm in diameter. The second two numbers are the length of the battery in mm. The 14500 is approximately 50 mm long, the 14650 is approximately 65 mm long. The length varies more from battery to battery because a PCB (protection circuit board) adds length. The last number, the 0 in both, indicates that they are round (cylindrical) batteries.
