Wiring question on voltages and VV

I am in the process of working on a mod that will hopefully cover all the bases and had a couple of questions or inquiries as to what others think.
Pictured here is the guts of a Tekkeon.

I have 2 areas that I marked off to show 2 different voltages. The 5.22v is where the USB hookup is and a lot of people have used this area to get a 5v PV system from it. The other area is the section of the batteries where it has not yet been regulated down to 5.22v.
The reason I have gone back to wanting to use these guts is because it already has a usb charger and USB power out which would come in handy.
Would plugging in the evercool scenario of using the TI 8100 system work connecting it to the 7.9v connection and still have the functions of the USB charging and power?
It would be like 2 separate circuits connected to each other.

Other thing. I still would like to know why this would not work very well. 3A Adjustable step down switching voltage regulator
Someone mentioned something to me in another post about heat and amperage. This this is rated to go up to 3Amp. I have it in my hand now and it is very small. I was regulating 8.6v down to 6v and 5v with no heat. I realize the 8100 work differently by "flashing" the power so to speak but I could use this in the off change of another personal mod I guess.
