Awhile back I read a post that said if you want to quit smoking and if you're lucky enough to live in Oregon, they will send you a quit kit that contains a rubber band, a toothpick and a rock.
I am working on a writing project that will depict our 'tax dollars at work' -yes that's sarcasm you hear - and am interested in other equally effective government programs.
