I read that the bill exempts cigars.......true?

Yes it is to raise revenue through the pretense of protecting us from ourselves. I live in MA and was chair of a local board of health for 10 years. The state increased tobacco taxes to "fund smoking prevention and cessation efforts" a couple years ago, it was a significant increase. Within two years they had diverted these funds and had to eliminate 99% of the programs. Except for one person who now is responsible for controlling 90% of the state, the program is dead. No policing of stores to prevent sales to minors, no tobacco education....all gone.
So what if there is collateral damage as long as they get their money, ends justifies the means.
