Ordering e-liquid from Canada

Okay so, I'm dying to get my hands on boba's bounty and a few other e-liquids but have seen issues with orders being sent to Canada (ie. ECBlend only sells juice with 0mg of nicotine to Canada). Is ALL juice coming from anywhere other then Canada confiscated by customs or what's the reason for this?

Also, does anyone know where I can obtain a list of Canadian vendors so I don't need to worry about this issue?
