special sessions are primarily for passing urgently needed legislation.
its different from state to state but there are rules governing
when and how a special session is called.
having said that,special sessions are also a good way
of padding bills with unpopular legislation that otherwise
wouldn't be passed in a regular session.
then the politicians can say they had no choice as the
urgent legislation was needed for the good of the state.
i didn't like (insert whatever here) but,there was no other
way to get things done.
of course what they don't tell you is how many favors they
pocketed for future use.
