This is great, albeit surprising, news! I figured California, of all states, would pass this.

Anybody live in Henry Perea's (D-Fresno) district? If so, please shoot him a thank you email! Heck, I may do it even though I don't live in Fresno.

That being said, I love Leno's response. "...Leno told the panel he was walking away from it 'On behalf of the next generation of Californians who will become addicted to nicotine as a result of your vote.'

Give it a rest pal, would'ya?

And now, unfortunately, they're back. California tobacco bills reintroduced for special session - San Jose Mercury News

Democratic lawmakers in California reintroduced a package of tobacco regulation bills on Thursday after the same proposals stalled in the Legislature earlier this month.

They want the six bills to be considered as part of the Legislature's special session on health care financing when lawmakers return from a summer break in August.

Don't know the rules or procedures for special legislative sessions in CA, but I suspect the anti vaping legislation won't be referred to the Assembly GO Cmte (or any other Cmte that might reject the legislation).

Then how would they expect to pass it, if it's not voted on by the folks with the authority to pass it? Just wave their magic wands and have it be law, without any sort of due process?

Yeah, neither do I... need to research, but I suspect you may be on to something. There has to be something, other than Leno throwing another temper tantrum.

I'm not sure why we need a "special legislative session" anyway. These damn legislators do enough damage in their normal sessions. Sigh....

special sessions are primarily for passing urgently needed legislation.
its different from state to state but there are rules governing
when and how a special session is called.
having said that,special sessions are also a good way
of padding bills with unpopular legislation that otherwise
wouldn't be passed in a regular session.
then the politicians can say they had no choice as the
urgent legislation was needed for the good of the state.
i didn't like (insert whatever here) but,there was no other
way to get things done.
of course what they don't tell you is how many favors they
pocketed for future use.
