It sounds like you're talking about oxidation, steeping is referring to aging juice so that the flavor diffuses and blends properly while oxidation will make the nic harsher and I would assume might make at least some flavors worse. Storing juice at a cooler temp will slow both diffusion and oxidation but if you want to slow oxidation you should also keep it away from light and air(including headroom).

I was just about to ask why they say to steep in a cool, dark environment if heat speeds it up. I guess it'd be okay to put 0 nic juices in a sunny window then? I have some of those that need to hurry the heck up and finish steeping already. I've been shaking them like crazy, which does help a lot, but I'm getting impatient.
