It's not uncommon for premade coils to be off by a little. It might seem like a lot but at sub ohm its easy to be off by that much with just 1 lest wrap or a shipment of wire that is slightly off spec.

It has been a while since i have used premade coils but when I was using kanger evod coils I would buy 2.2ohm coils and they would be anywhere from 1.9-2.5 ohm.

I'm assuming you are also using a Kanger Mod?

Sounds like you have no prior experience building coils. Is this correct?[/QUOTE no im using the istick50w and no i have no experance but i shouldnt need none since that the rba came with a wrapped wire on it and should read .5 ohms not .3 and it should be twitching back and fourth .3 to 4

Yes ive done everything i can think of all of what u said atleast u are understanding its the premade rba not the occ

So i took the ciil off andput tgeother one that was provided with tge rba and i reads 0.1 it should be 0.5 also
Floating/changing resistance readings are almost always a connection problem somewhere in the chain. If you have a standard OCC coil, drop that it and see if it reads correctly. If it does, the problem is in the RBA head.

Might check also that the coil isn't contacting the RBA body somewhere it shouldn't - try it without the RBA cover on. Just the base and the RBA deck.

The occ reads goid at .6 and ive check it with out the body still twitches and lower ohms tgan the specs should be ive even tried loosing it tighting

It sounds like part of the coil is touching metal somewhere or you could have some wraps touching. I would say to loosen the screws and adjust the coil seating. Also check that your wraps are evenly spaced and not touching. Next insert your little blue screwdriver thru the center of the coil and use it to leverage the coil into the correct position.
Now dry fire your coil and see if it is heating evenly. It would help if you had an ohm reader. If none of this helps, maybe a trip to a local B&M and see if someone there can help you get the coil correctly seated. Goodluck
