14500 battery shut down issues

I am using two Trustfire 14500 protected batteries in my 5v mod..Lately, they begin to shut down as if they are reaching low voltage. Checking them with a meter, I find that they are both at 3.7v,which is way above where they should shut down.

These batteries have lasted me a year, and I'm wondering if this is a sign that they're ready to be retired. After sitting for a minute, I'm able to get a couple more puffs before they shut down again. Overall, they don't last long anymore.

Any thoughts?

Lithium Ion batteries last for about 400-500 charge cycles depending largely in part to how you charge them. Your potential problem can be many things, these batteries have a relatively flat discharge curve so you could be hitting the DO or dropout for the regulator, this margin for required +voltage can be as high as 2 volts over which doesn't leave much room for meter error or load voltage drop. I would retire these and try a couple new ones, worse case you have 2 new batteries for a new mod.
