Updated the post above. What really matters to most people is if the APV will fit in a pocket. Length means more than width in this respect, IMHO. The less length, the better. Width differences between 14xxx and 18xxx battery series devices doesn't matter that much.
I couldn't disagree more with this, and I'm sure a very wide margin of people will and do agree with me when I say that width is totally more important in pocket carrying. My GGTS feels huge in my pocket, even if I rock it in it's natural Stealth form, because it's 23mm and feels huge. My HC Mert on the other hand, is 17mm, the same as my Penelope, and it feels a lot better in my pocket and I barely notice it, even though it's 14650. Back when I was still transitioning to RBAs full time, I still had a huge stock of 1.5-2.2ohm drippers and 306's. I would rock a dripper on my 1000mAh eGo Twist at work. Even though it was incredibly long I never even noticed it because it's only 14mm and slim as a button!

I'm sure there are plenty of others who would agree with you that a thicker, smaller 18350 PV is more pocket friendly than a slimmer, longer 14500/14650 mod. That being said, many people much prefer a slim mod, and saying that it's absolutely better to have one or the other is simply a matter of opinion, not fact.
