18 mg means for the whole bottle? or per mL?

i tried to find an answer in all the posts i've read, but what are the units of vol when they say 18mg ?

i don't think it can be the whole bottle when they sell 10mL, 15mL, 30mL is it per mL? That would mean 2mL tank has 36mg nicotine?

18 mg also means 1.8 % nicotine. Maybe they should just state it that way and avoid all confusion.
