I have some 18650 batteries that came in a mod that was given to me, purple efests with tears in the wraps. I don't know how old they are and I'm not going to rewrap them. I'm not really an environmental person, but I also don't want to start a fire in the dumpster! What is the proper way to get rid of/recycle these?

If you have a batteries Plus store nearby, they accept them for recycling. Also some, if not all Lowes stores have a drop off for them as well.
I'm not a militant environmentalist either but batteries have some particularly nasty stuff that we really don't want seeping into groundwater., good thinking

lots of stores have battery drop of locations, call places like bestbuy etc see if they'll do it.
Home Depot stores have a battery recycling bin. I wrap my batteries in plastic wrap to avoid shorts and drop them off in the bin for recycling.
I tape up my batteries longways a few wraps to make sure they cannot short and then put them in the battery recycling thingy at Lowe's.
