When reading the numbers of a cell, here's the breakdown of what they mean:
(always measured in millimeters)
First two numbers are the cell's diameter.
The third and fourth numbers are the cell's length.
The last number depicts the shape of the cell. (0 stands for cylindrical).
Example: 14500(aka AA sized lithium cell)
14 = 14mm diameter
50 = 50mm length
0 = cylinder shape
So for the 18650
18mm diameter
65mm length
Keeping in mind that protected cells will have a few millimeters added in length. The protection usually does not affect the diameter significantly.
