From what i have seen that seems to be the average. you want to check how many drops your dispenser needs to release 1ml. if you have a pipette fill it to the 1ml line with distilled water and count the drops. I would find out how many drops it needs to make 1ml. I use syringes to measure out quantities

pg and vg will be very different than the water. Water will be a fairly close representation for many of the flavorings, but even there it depends on what they are suspended in. Each dropper will vary, as well; and there will be variations even with the same dropper based on temperature and the pressure exerted to form the drops. To overcome some of these variables, try doing several 1 ml counts and then take the average.
