This legislation would prohibit the indoor use of “electronic smoking devices” (aka e-cigarettes, despite the fact that they emit no smoke) in any area where actual smoking is prohibited. The bill could also regulate the placement of e-cigarettes in retail establishments that sell e-cigarettes with exemptions. The proposed legislation also restricts the sale of e-cigarettes to minors and imposes civil citations for any violations....

We have been informed that it is possible that legislation banning e-cigarette use wherever smoking is prohibited may be introduced in the Senate Executive Committee May 28th, 2014. While we do not know if this will indeed happen, we are alerting our members because elected officials are increasingly willing to introduce legislation with little or no notice in an effort to eliminate any honest discussion or opposition.
Please note that this campaign is targeted to Illinois vapers who have a senator on the Illinois Senate Executive Committee. If you live in Illinois, please input your personal information to see if your senator is on the committee and, if so, send an email as directed.

*URGENT UPDATE*

From CASAA: UPDATE 5-23-14: Having raced through the House, the bill is now in the Senate Finance Committee. It is IMPERATIVE that vapers and harm reduction advocates act IMMEDIATELY to express strong opposition to this sin tax. It is possible that it will pass out of committee (and on to the full senate) as early as Tuesday, May 27th, 2014.

A new CQ Roll Call Campaign has been created to combat efforts by RJ Reynolds and Lorillard to impose a tax that will disproportionately impact their competition and that we, the consumers, will ultimately pay....

RJ Reynolds is at it again. Last year, they introduced a tax on e-cigarettes in Oklahoma, and we beat them back. This year, they managed to get a tax on "vapor products" introduced in North Carolina. (See HB 1050, p. 51) Their idea is to get a separate tax on the books that isn't particularly onerous in hopes of preempting efforts to tax e-cigarettes at some of the draconian rates suggested by other states (like the tax we beat back in Washington State earlier this year)....

UPDATE 6-1-14: The North Carolina Call to Action has been concluded. Legislators in North Carolina regrettably decided to burden North Carolinians with a new tax. Fortunately, the tax is relatively modest, but the precedent of any additional tax on these incredibly low-risk, potentially life-saving products is a step in the wrong direction.

URGENT UPDATE 6/25/14:

Assembly Bill 1080 (A1080) would fine vapers $250 to $1000 for using their e-cigarette anywhere on a beach or public park. This bill has passed the Assembly and must now move through the Senate. It is has passed the NJ General Assembly and is now in the Senate. Link to bill information.

CASAA has implemented a new CQ Roll Call campaign for New Jersey to help you express opposition to A1080.

The email is completely editable by you, and we encourage you to make changes to the email to reflect your views and to share your story. If you plan to substantially edit the email, you may wish to copy the text into a word processing program and make the edits there, then copy and paste back into the CQ Roll Call email. We have had two reports over the last several months that CQ Roll Call might "reset" when you keep the window open for a long time or when you open a separate browser window, causing you to lose any unique text you've added (and reverting back to the original).

URGENT UPDATE 6/19/14:

A "sin tax" on e-cigarettes in New Jersey remains a serious threat. CASAA has issued two new CQ Roll Call Campaigns for New Jersey to express consumer opposition to a sin tax on e-cigarettes contained in Governor Christie's proposed budget.

If you have a New Jersey address, please take five minutes of your time to participate and share your views with your elected officials.

The Senate Committee on Health has scheduled a hearing for this coming MONDAY, May 19th at 1:00 PM for SB 1867 (outrageous 75% wholesale tax on all e-cigarette liquids, devices, components, etc.) and AB 1080 (banning e-cigarette use on parks and beaches). The hearing will take place in Committee Room 1 on the 1st Floor of the State House Annex (125 W. State St in Trenton, NJ 08608). There is free parking behind the State House. It is CRITICAL that advocates attend this hearing and speak out against the negative effects of a tax of this sort as well as express opposition to banning smoke-free e-cigarette use in parks and beaches.

URGENT UPDATE for Massachusetts residents: HB 3726 is still in play and has now progressed to the House Ways and Means Committee after receiving a favorable recommendation from the House Committee on Health Care Financing.

In addition to banning sales to minors (which CASAA supports), HB 3726 also (1) bans e-cigarette use wherever smoking is prohibited and (2) defines e-cigarettes as a "tobacco product," lumping it in with combustible cigarettes for state law purposes.

Because the FDA comment site may not post all of your comments and they are particularly difficult to track, we are also doing a survey of the vaping community to collect and officially record the comments made to the FDA. Depending upon participation, this should give CASAA a way to report the true involvement of the community to the media and Congress, along with a way to share your comments directly with them, without the comments submitted by the opposition and the cigar supporters. It will also give CASAA statistics on ways to better reach the vaping community for future actions. This will be compelling information that will help us continue our fight.

URGENT UPDATE: CASAA: Call to Action: Michigan Legislators are Considering an Excise Tax on E-Cigarettes

Hearing scheduled: SB 1018 has been set for a hearing before the Senate Finance Committee on Wednesday, September 24, 2014 at 12:30 pm, Room 210, Farnum Building, 125 W. Allegan Street, Lansing, MI 48933 (Scott Jones, Committee Clerk, 373-5307).

From CASAA:

If you live in Michigan, you need to act now to let your legislators know that you oppose any tax on e-cigarettes above and beyond a general sales tax. We've made it as easy as possible by issuing a CQ Roll Call campaign to allow you to send an email to your elected officials. The email is FULLY EDITABLE by you, and we STRONGLY ENCOURAGE you (which sounds much nicer than "beg") to personalize your letter by sharing your story.

We've also asked Michigan folks to CALL members of the Senate Finance Committee to express opposition. Names and phone numbers for members of the committee are included in the blog.

A few minutes of your time can make a huge difference.

CASAA has issued a Call to Action on an ordinance that would ban e-cigarette use wherever smoking is prohibited. First reading was November 18, 2014, and the matter was referred to the Board of Parks Commissioners.

The ordinance is expected to be considered at the next Board of Parks Commissioners meeting, December 10, 2014 at 6:30 P.M. at the Warner Park Community Recreation Center: 1625 Northport Dr, Madison, WI 53704

The City of Madison is poised to deceptively define smoke-free e-cigarette use as "smoking." The justification written into the proposed law makes misleading, false and/or unproven scientific claims about "ultra-fine particles" and "volitile organic compounds."

This ordinance will prohibit the use of e-cigarettes in all places where conventional smoking is prohibited. This includes businesses that wish to cater to e-cigarette consumers and retailers that need to allow customers to try samples. The same proposed ordinance also extends the prohibited areas to include Madison parks and beaches, which would also apply to vaping.
