Is there a time limit on PP disputes? Cuz I'm a week away from a month, but I'd like to give the mods a chance to do their thing before I get all indignant and start filing claims and disputes and all that (and cuz I still have that glimmer of hope!)

Yes there is a time limit. I think it is 45 days, but double check with PayPal to make sure. I sent my money less than 2 weeks ago but I've already filed a dispute after seeing that people waiting much longer than me haven't received theirs yet and after asking him via PM to send me a refund and getting no response. I'm also anxious to hear a mod chime in here with some information about their attempts to contact him.

I'm not sure about the time limit for filing a dispute, but it wouldn't hurt anything or anybody to file it now. When you file a dispute, Paypal contacts (or tries to) the seller and let's him know that you have filed a dispute. He then has an opportunity to contact you and rectify the situation. If he doesn't, you can escalate the dispute to a claim, which means Paypal will investigate the situation and make a determination.

It looks like they give 3 weeks to settle the dispute. Then, you can file a claim after that.

edit: I read it wrong. You have 3 weeks from the time you file the dispute to then file a claim.

Correction, the last time he posted in this forum was on 3/27. Between that and the last time he posted in the Outside forum of ECF which was on 4/08, he posted over 30 posts there. That is a fact!
