4081 voltage

what is the working voltage of a 4081 battery?
I ask because I have some 4081 cartomizers that are 3.4-3.8 ohms that won't vape.
On the other hand I have a sample sent me from a vendor that is 2.7 ohms & it vapes like a stearm engine.

Any advice??

An RN4081 operates at 3.7v nominal voltage, however tests with my old unit's batteries yielded between 3.5v and as high as 4.1v (happened once, possibly a fluke).
