You've got to be careful buying e-cig supplies on ebay. Technically, e-cigs (including all types of APV/mod) and all accessories are prohibited under an addition to their tobacco policy. If a listing goes through, they usually allow it, but you can't count on any of the buyer protection from ebay or paypal if there's a problem. I had one that went through, but was still removed from their records after the fact.

I received them today and charged one and it works fine. For the price I thought it was worth the small risk. It hasn't been a huge problem for me (10,000+ feedback) but Bay has never really done a great job protecting me with anything as a seller or buyer anyway. Maybe it's because I'm too nice or have too much faith in humanity but I've only had less than a handful of problems with buyers and only one when I was a buyer.
