Inhaling with PV and cigarettes seem (SEEM) to affect us slightly differently and there IS some debate as to how much nic we get using a PV. Part of it is the delivery - part of it is absorbtion difference between lungs and mucuous membranes in the mouth. Also remember that with a cig you are not only getting a nic infusion but 4000 (yes, 4 THOUSAND) other chemical compounds as well. Some of those affect your brain the same way nicotine does (I think often moreso) for that 'buzz' feeling.
Some people switch over from cif to PV without any issues. Some take time, Some never lose the 'I am missing something something' feeling.
For the 3rd group, often something like a smokeless tobacco is the answer that helps bridge the gap between not smoking and reverting to cigs.

The 2nd group just need time to adjust to the 'right' nic level for them.
I was a pack a day ultralight smoker. I found 12-18mg was right for ME. Some need less, some more. I tend to pacify vape so I find the lower end works better for me. I get less buzz but I also get less side effects (headaches, tummy upsets) using the lower nic strength. If I want a buzz I hit something at 24mg; usually a few puffs (maybe 5 tops) does it.

None of us are average so average doesn't really mean a whole lot imo. What is right for ME may be different for YOU. I might take other things that you don't (medications, caffiene), or vape differently than you do.
You can vape as much or as little as YOU feel YOU need. There can be a bit of an issue with vaping in that its SO nice, you do way more than you ever smoked! But remember, you are only getting nic and some flavorings (and carrier) not all that other stuff that made you feel 'satisfied' so it may take some time for you to work out when enough is enough.
Some people use the PV in the EXACT same way they used cigs. They work out roughly how many puffs they had on a cig and stick to that for their PV. The same times of day as well. If that works for you thats great, if it doesn't then thats fine too.
Yes, its a balance that can take time to find but its so very personal that only you are going to be able to discover what YOUR 'right' amount (and nic level and fave flavor) is.
