The only time one of mine didn't glow after repeated bursts was when the coil became twisted slightly in the head (it was shaped like a sideways 'S' but not as curved). I could hear it sizzle and it smoked a little as I hit the button, it just never glowed. I gave it a good 15-20 attempts.

I just tossed it and replaced it after fruitlessly trying to straighten it out with tweezers.

I had only run 2 tanks of juice through it and the draw got really tight out of nowhere, so I figured I'd clean and dry burn it anyway, which revealed the issue.
