I'm not familiar with a second piece of rubber. Basically before you fill or put a drip tip on, you'll want to remove the little rubber doughnut from the open end of the carto. If there is a second one in that end, take it out as well. This is assuming we're talking about normal cartomizers (which I'm pretty sure we are) and not clearomizers like CE2s.

There are a bunch of different ways to fill. Do a quick YouTube search for "filling cartomizer X" and replace X with "condom", "drip" or "taryn spin". The condom method seems to be pretty popular, albeit a bit messy, but it works well to saturate the coil which is the most important step to not burning a carto. I'm too impatient for just dripping and waiting for it to saturate down, and I don't like the mess, so I usually do a taryn spin to get the juice down there (think centrifugal force). there's the white doughnut which will directly contact the mouth, but i noticed another round doughnut piece that comes out as well which exposes a foam inside. one video i watched recommended removing that piece (which keeps juice from getting into your mouth)

i've tried filling using the condom method (battery side to liquid) and that seems kinda messy and a lot of juice gets wasted.

when using the condom method is it better to to it with the battery side sticking down or mouthpiece sticking down?

Battery end goes in the juice. I don't find this method too messy I use it for my first fill then wipe off the carto and I take my juice bottle and suck any remaining juice out of the "condom". After the initial fill, I just top off through the mouthpiece end.

Once it starts pooling it is full. I usually take the top off my juice bottle and blow GENTLY through the mouthpiece end blowing excess juice back into the bottle, wipe and go. Before I started doing this I'd get juice in my mouth, and I still do sometimes if I'm being lazy and don't blow out the carto. The addition of a cheap drip tip has helped to cut down on this a ton too, I just make sure my first few drags are softer than normal.

If that is correct, then to me it doesnt matter if you spent 100, 1000, or 10,000 bucks on it. You should NOT be frustrated, at all. Just remember your original goal, to quit smoking, if your kit (and your will power) allowed you to do that, then you have succeeded! what is there to be frustrated about?

Oh, and for refills, just drip straight onto the filler. Make sure the filler looks a bit wet every once in a while and you should be fine.

For sure. Don't waste your time using condom every time, or it will turn into a time consuming mess, just on the initial fill. Top off as needed by dripping directly onto the filler, until it looks like slushy snow, give a gentle blow and repeat until it keeps that slushy snow look then you are full.

I have never seen that second piece either. I agree with Imavaper though, leave if you need it or like it, or remove if you don't. I would at some point invest in a couple of drip tips then just toss those junky little ring things. You can find cheap tips for as low as .99 I know Madvapes has a few nice looking cheap acrylic tips for 1.99.

It seems like the fluid gets pooled up on the mouthpiece end if I don't take out the 2nd rubber piece. It then may or may not go int my mouth depending on how hard I inhale on the first vape

Those cheap ones that come with the kit have that extra donut inside. Trust me when i say you wont have this problem with the Boges and other high quality cartos. I experienced the same thing.
