I am not sure that e-cigs would really be all that enticing to teens, especially if they are marketed as less dangerous. I tried to introduce me kid (by kid I mean 18) brother to them as an alternative smoking (which he only revealed to us in the last few months) and his response was "that's stupid, I don't want a fake cigarette." Now it is entirely possible that he is just an ... and hell bent on rebelling against everyone he may view as an authority figure, so I will try again after he finishes boot camp in the fall. If there is an organization out there that can break that mentality it is the US Army.
