DIY e-juice is quite simple actually. You don't need a lot of expensive equipment to get started either. A few empty bottles, a couple of syringes marked in ml, flavorings, PG and/or VG, nic juice, and a free online calculator such as this one, eJuice Recipe Calculator. There's also a DIY forum here on ECF, DIY E-Liquid, and I'd recommend you ask the same question there since that's where the DIY experts will see your post.

Download a good recipe calculator, and thoroughly familiarize yourself with it.
Measure ingredients accurately.
Write everything you do down.
Be careful handling and measuring concentrated nicotine liquid.
Make small sample batches, until you are pleased with your recipe, instead of wasting ingredients on larger batches.
Read the ECF DIY Liquid forum. Tons of great info and advice there.

The First Rule is Keep Detailed and Accurate Records.

The Second Rule is to Make Small, 10ml Batches Before you know a Recipe Works.

The Third Rule is Do Not Change a Recipe Until a Mixture is At Least 3 Days Old.

The Forth Rule is Start with Less Flavoring than More Flavoring.
