I use e-liquid Calculator for Android. Make sure you measure accurately, or you'll struggle to reproduce your results (syringes are the best method IMHO). I also don't steep my liquids. When I'm making up a new flavor, I shoot for around 15% flavoring. Some of my flavors are closer to 20% (I have one that we sell that is 24%) and some are as low as 8% (These are percentages using TFA flavors, and a few Capella). Those would be the tips I wish I had known when I started.
Unfortunately I can't seem to find a reliable app on iOS so I guess I'll have to see what I can find online again tomorrow! That seems like some sound advice! I was advised by another member to start at 10% flavouring which would be 2ml for an overall 20ml ? If it isn't a strong enough I can always add another ml to bring it up to 15%? Yeah the gold starter kit which I've bought from http://www.thealchemistscupboard.co.uk contains syringes drip bottles blunt end needles as well as 72mg nicotine in a PG form I believe or it may have been VG I can't totally remember off the top of my head but it's at the start of this thread so hopefully I should be covered with all the necessary equipment

Don't think anyone answered your one question. You do not have to steep juice. I do here and their when I can but I just mix single 30ml jug and let it sit over night. If I switch to another flavor when jug is empty some different flavors may sit for a month or more till it is their turn or I get the feeling for something different. A juice calculator is a must. think all other question were answered very elegantly. CHEERS!

For all things DIY head on over to the DIY ELiquid Forum (you are currently in the General E-Liquid Discussion Forum). Lots of great info in all the "stickies". Below is the information I often give to members new to DIY.
Here are some threads you may like to read through for different flavoring companies. Many of the posts include recipes and comments about a specific flavor.

Capellas flavors are awesome. I use them and Flavor Art for my juices. One word of advice. I would mix w/o nic for the first couple batches. if they turn out good you can always add nic to the mix after. Don't get discouraged if your first mix without using a tried and true recipe turns out not so good. I've been mixing for a few months now, so I'm no expert, most of my real good stuff has come from using a recipe created by other people. I have only come up with 2 good mixes on my own. 8 or so others have gone down the drain. 10 ml batches with no nic, so I didn't feel so bad trashing them. Once you get ahead of your consumption rate, then you can go back to being creative, tons of good recipes out there. let me know your favorite flavor profile and I may have a few for you to try out if you wish.

how many mls are you mixing for your total amount ?

72 Mg/ml Nicotine

This is the liquid I'm using and the recipe I have followed is

Nicotine base (VG) 0.83
Flavor 1 (PG) 1.5
VG 5.19
PG 2.48

this is the measurement is ml that I've used to try and achieve a 60/40 vg/pg blend. this is using a 72mg solution in VG base. I'm aiming to produce a 6mg end product.

So for the amount to make it's 10ml ?
and for target nicotine strength 6mg ?

I thought when you make the juice you add the nicotine first? So surely tasting it on your finger would be dangerous or am I just showing my lack of knowledge here  the juice seems to vape well and seems to be the right balance although the flavour only seems to come through on the exhale right at the end? The inhale of the 2 flavours I've made seem pretty generic and taste almost the same! Is there anything I can do to prevent this or improve the end product?
