Aerotank V2: What's This Piece and Should it be On or Off?

Hey y'all. Please pardon if this is an odd question but I'm confused. I just got my Aerotank V2 today. What is the plastic cap that's slid down the coil? Should it stay or should it go?

I installed it with the cap on and everything seems to be working fine. After having it on for only an hour or so I really like the V2.

If it is the cap that is slid over the chimney of the coil, it remains in place during use.
